Cortical Stacks act as a human consciousness receptacle or Digital Human Freight (D.H.F.). A cortical stack is implanted by all people within the Protectorate when they are one year old.
Cortical Stacks consist of a non-terrestrial metal left in the cosmos by an Alien Culture along with astrogation maps showing several habitable planets. Originally, Cortical Stacks were formed as a means of interstellar travel to reach certain planets.
This method of transmitting off-world consciousness, called Needlecasting, allowed instant travel to anywhere in the Settled Worlds which would otherwise take centuries to reach through traditional means.
