Recognizing the need for a beach reconnaissance force, a small group of Army and Navy personnel met at Amphibious Training Base Little Creek, Virginia on August 15, 1942, to begin the (joint) training of Amphibious Scouts and Raiders.
The mission of Scouts and Raiders was to locate and recognize the target beach, to maintain a position on the designated beach before landing, and to direct the waves of assault to the beach of landing.
